The CVEC, or Contribution to Student Life and Campus, is an annual fee collected by the Crous from students enrolled in initial training at a higher education institution in France. Its payment, or exemption, generates a unique number linked to a certificate. This number is a technical prerequisite to finalize an administrative registration.
The CVEC number as a barrier to online registration
Many students discover the CVEC when registering, when their university’s platform blocks access due to the lack of a number. This is not a bug: the CVEC number is technically required to open online registration in most institutions.
The University of Pau, for example, specifies that the number must be obtained at cvec.etudiant.gouv.fr even before accessing the registration form, whether the student is subject to payment or exempt. The system does not distinguish between the two cases: without a valid certificate, no registration is possible.

For institutions where registration remains physical (some art schools, specialized training), the certificate must be presented on a smartphone or in printed form. The number appears at the top of the document, accompanied by the student’s name and the relevant academic year.
CVEC Certificate: obtaining and exemption on the platform etudiant.gouv.fr
The process is done exclusively online, on the site cvec.etudiant.gouv.fr. The student logs in with their MesServices.etudiant.gouv.fr credentials, then provides their institution and training information. Two scenarios then arise.
Standard payment for non-scholarship students
The non-exempt student pays the contribution by credit card directly on the platform. Once the payment is validated, the certificate is generated immediately with the CVEC number. It is downloadable in PDF format and remains accessible on the student’s account throughout the academic year.
Automatic exemption for scholarship students
Students receiving social scholarships benefit from a payment exemption. The certificate can be issued automatically as soon as the Social Student File (DSE) is registered as “in processing,” without waiting for the final scholarship notification.
This practical evolution avoids a frequent blockage in previous years, where scholarship students could not register on time due to the lack of a CVEC certificate. The platform now recognizes the scholarship status as soon as the file is being processed.
Other profiles are also exempt from payment:
- Refugee students or beneficiaries of subsidiary protection, upon presentation of the corresponding documents
- Asylum seekers with the right to remain in French territory
- Beneficiaries of an annual allowance granted under the specific annual aid from the Crous
Even if exempt, the student must obtain their certificate and provide the number to their institution. The exemption relieves them from payment, but not from the administrative process.
Non-subject students: a distinction often confused
There is a category of students that the CVEC simply does not concern. Unlike those exempted, these students have no steps to take and no certificate to provide.
Students enrolled in BTS, DMA, or accounting programs in high school are not subject to the CVEC. Their institution is not a higher education institution under the law, even if the diploma prepared is at the post-baccalaureate level.
Students in continuing education are also not subject to it. Only initial training falls within the scope of the contribution. An employee returning to studies under a continuing education contract does not have to pay or request a certificate.
This confusion between “exempt” and “non-subject” generates unnecessary queues at registration services every academic year. A BTS student trying to create an account on cvec.etudiant.gouv.fr wastes time for no reason.
Concrete use of CVEC funds by the Crous
The contribution finances actions directly related to campus life. The funds are distributed between the Crous and higher education institutions, according to locally defined priorities.
The covered areas include:
- Student health (psychological consultations, prevention, access to care on campus)
- Social support and initiatives against student precariousness
- Sports, cultural, and artistic activities led by student associations or institutions
- Welcoming international students and improving reception conditions on campuses
The Crous Normandie, for example, publishes calls for projects open to student associations to finance local initiatives with CVEC funds. These projects range from the arrangement of rest rooms to the organization of cultural festivals.
The funds do not serve to finance tuition fees or the administrative functioning of universities. The CVEC is a targeted contribution, distinct from standard registration fees. A student who pays their university fees and their CVEC contributes to two separate budgets, managed by different entities.
The CVEC number remains valid for only one academic year. At each new academic year, the process must be renewed, even in the case of re-registration in the same institution and the same program. The number from the previous year will not be accepted by the registration platforms.
